Seclusion and Restraint Legislation

Time is running out on this legislative session to pass the Seclusion and Restraint and Positive Behavior Interventions and Supports (PBIS) legislation (SB-468 and AB-682).  The current session ends April 22, 2010.

A public hearing was held on the Senate bill but the Assembly has yet to hold a hearing on its bill.  Neither bill has been voted out of committee.  If either of these bills is to become law, they have to leave committee and then be passed by both houses of the legislature by April 22.

Action Steps:

If you support this legislation, your action is needed now!

  • Contact your legislators and urge them to contact Sen. John Lehman (Chairperson of the Senate Education Committee) to schedule a committee vote on SB-468.
  • Contact your legislators and urge them to contact Rep. Sondy Pope-Roberts (Chairperson of the Assembly Education Committee) to hold a public hearing on AB-682.
  • Ask your legislators for their support for these bills.

Talking Points:

  • Children have died and been injured in Wisconsin because restraints and seclusion were used improperly.
  • Positive Behavior Supports and Intervention (PBIS) prevents children from having behavioral problems.
  • The bills require schools to notify parents when their children are secluded or restrained.
  • The bills protect school staff and children from harm and injury by requiring staff to be trained when using restraints.
